This is a really common problem on the SKS. Push the gas tub as far forward into the gas block as possible before attempting to push it downwards into place. Support the underside of the forestock and barrel and then push down hard on the handguard - wiggle the lever until locking mechanism clears the end of the gas tube assembly. Sometimes it's necessary to file a small amount of metal off the end of the gas tube assembly (at about a 45 degree angle) so that the little locking mechanism gate will have enough clearance. That would be an option if all else fails. More often than not a small amount of metal has already been filed off in this area. I'd be very reluctant to take a file to one of my unissued rifles though. Best of luck, you'll get it figured out I'm sure.

I agree with the others, make sure your Gas port is seated all the way in or you will never get that latch to close....trust me I have been there.......lol
