SKS replacement receiver cover identification?

I picked up a nice SKS from a fellow nutter and amongst the parts was this receiver cover. I've seen the "see-through" and the ones with the integral scope rail, but I've not seen this one. It has the 2 threaded holes on the left side to take...... what? It's steel according to my magnet. My thoughts are to either find the rest of the parts needed to mount into the holes or grind off those parts and drill & tap in a scope rail. Any suggestions?

i think its for a rail. or a slot for a shell deflector.

Thanks Airtech77, you got it in one! I doubt that I'd be able to find the upper part on it's own, so I'll go with my option of grinding down the threaded housings and making room to mount a scope rail on it.
