SKS tips

Get rid of the goofy "tacti-cool" plastic stock, and pick up an original wood one from the EE. Stock steel mags show up quite often too. There's a reason why so many "modified" SKS's show up for sale on the EE.

Sounds like you were describing the black hardened crap thats left when the gun has been left sitting too long after use with corosive ammo. As long as the vitals are clean it should be fine. Tapco 20 rounders are the best after market mags I find. Promag is good too. Downside to the tapco is they sometimes dont work so smooth with stripper clips (big deal). Down side to the promag is the follower can sometimes can miss the bolt hold mechanism although it works and feeds well. Archangel is the best aftermarket stock. If you like the grandpa gun look, and have short t-rex arms get a wood stock.

Buy SKS at his very cheap price.
Proceed to take all useless plastic s**t off the rifle.
Proceed to putting the rifle back in stock configuration.
Get cheap crate of surplus ammo and shoot it all.
Do not clean it very much.
That is all.
