I doubt this as this would have resulted in everyone involved spending time in Siberia...or worse. :D

But once in a while odd stuff sneaks through, like the 7.62x25 TT pistol stuff that was wonky a while back.

But overall the standards are pretty high...as bad ammo means loosing a war.
Satellite states prob' had less quality control.
 
would a tumbling bullet even hit the point of aim at 50m? i would think that it would go way off course. it just seems odd that an unstable, tumbling bullet woiuld hit the paper at 50m....i've fired off a case of the czaech ammo and it good stuff. flawless. i cant even beging to speculate to whats causing the bullet to tumble if the rifling is fine, no obstructions at the muzzle....
 
I have to agree with what was said earlier about the ammo. I've gone thru quite a few crates of the cz blue paper wrapped rounds with nothing but a few duds. And a lot of those FFs were from putting in a lighter hammer spring. I would think a tumbling bullet imprint would show up at a further distance where the bullet is slowing down and the path drops more. I wonder if you have under sized bullets that basically fall thru the barrel ie not really touching the rifling? That's an odd situation for sure
