SKS with very short serial #

I have seen two-digit serials. It seems the Russians weren't into putting zeroes between the Cyrillic character and the numerals, so AП13 would in fact be AП0013 (or AP0013 in English).
 
Thank you. The one I saw had two letters and two numbers and I just wanted to see whether someone had any further insight. I also read something about the number stamped on the front sight and that a lower one means greater accuracy. Is there any truth to that?
 
Long or short serial numbers don't have any relevance for Russian SKS rifles. Condition and year of manufacture matter, but they all make good shooters.
