is there a way to tell the year of an sks by the serial number?

For some types yes,for others no. The yes ones are:
Late 54 Izzy
Late 55/56 Tula Letter Series
/26\ Chi-Com
Yugo M59/66

Hard to do with Russian SKS, Chinese ones as I understand easier. Woodbeef is the one who can help you.
