Yes, a direct hose stream might be antagonizing, but from behind a fence I'd try a high arc so it falls like rain.

I used a “screen” trap once and quickly abandoned that device for obvious reasons. 2nd attempt, I put the trap in a black garbage bag but the critter was able to pull every shred of plastic into the cage. Abandoned the screen traps and built a proper closed trap that included a window to confirm the neighbors cat had not taken the bait .. and a proper muffler fitting to insure the “release” was incident free.

It's cruel to just let him cook in there, I would either call animal control or handle it myself depending on relations with the neighbor.
