The reason I have used partial cases of powder to blow out squib bullets, etc is that it can be done in the field, with no tools, in a couple of minutes.
I have done this more times than I can count, without incident. I start with an estimated half powder charge and then work up if needed.
If I am doing this at home, i switch to using about 20 gr of shotgun powder in a rifle.

I've solved the problem of an obstructed barrel this way as well, without damage to either the gun or me. A similar cure is to fill the barrel with water behind the obstruction and fire a primer over it, or a primer with a pinch of fast pistol powder like Unique. Water is non-compressible, unlike your wood dowel, it is also precisely the correct bore size. Rather than increasing the powder charge with each try, as long as the obstruction moves forward, you only need to repeat the same way several times until the obstruction clears.
