Small and Big apperture not same windage

Hi,
I have a Norinco CCQ and the impact point shifts to the left when flipping to the bigger apperture.

These are my lateral Zeros:

Small apperture : 1 clicks to the left
Big apperture : 8 clicks to the right

So, it translate to about a 2" lateral shift to the left when going to the big apperture at 25 yards.

Those are equipped with a detechable A2 sight.

What do you think the problem is?

Zero with your small aperture first if its still way off it could be they drilled the hole off "get a non Norinco aperture sight"
