It's actually smaller than 1 MOA but the human eye sees it as 1 MOA.
It may be an idea to go for 12-o'clock hold, with the bottom centre of the larger red dot on a small distant target with bullet drop factored into sighting that in, so that at closer ranges point of aim in the middle of the fat dot is more like point of impact.
If distant targets are more often on the menu then a Christmas tree reticle may be a better idea.
A flyspeck dot inside a brighter ring gives you the quick aim with the fine dot and some help finding it.
