Smooth Bolt Action

Whats the best way to create a smooth action on a bolt action rifle. The downward locking motion seems sticky & I want any suggestions on how to smooth it out.
 
Its sticky with or without ammo the bolt needs a little extra hand power to lock down. I spent a half hour working the bolt & have only put 200 rounds through the rifle. The bolt sticks just before it locks down. Its a winchester wildcat. Is there a quick fix using lube or some other method or do I just need to keep feeding it ammo. The rifle is very accurate the bolt is the only issue.

The Wildcat is a rebranded TOZ-78. I used to have one. The action will smooth out with use. After 500-1000 rounds mine was like butter. 200 rounds isn't even broken in yet. Give the action a good cleaning and lightly lube the bolt with CLP or any good gun oil.
