I know nothing about these, have never used them, but I've been asked by a friend if I know where they can be obtained economically - he wants to teach his daughter, who has only ever shot/used .22's, how to work his 30-30 and .303.

I have no idea and told him to sign up here to ask his own questions, but he's apparantly allergic to the internet. To be honest, my advice was to forget about them, but he is dead set. During the practical part of the testing for my gun licence, they has us load deactivated guns with these solid metal deals that were shaped like the appropriate cartridges. They might have even had the caliber stamped on them, but maybe I'm wrong. He says he can only get them for about $5 each, sold in pairs (fake cartridges cost more than real ones?). He's wondering if there is a more economical way to obtain them - he wants 5 in .303 so he can show his daughter how to use a stripper (and not grow up to be one), and 6 in 30-30.

I purchased quality dummy rounds from Tetragon.ca, the ST Action Pro brand, in 308 and 12ga. They are great for cycling rounds safely on the bench and also for running drills/exercises . I prefer brass types with bright orange color. However, this particular brand does not come in 30-30 and .303 flavors. I think A-Zoom brand offer those calibers.

For 22LR you can use #4-6 7/8" Plastic Screw Anchors, cheapest solution. Not as good as actual units designed for this purpose though.
