So, I got a 10/22...

You could consider getting a hole bored through the rear of the receiver. That would allow you to clean from the breech without taking off the barrel. The hole acts as a cleaning-rod guide, doesn't affect strength or function. All you need to do to clean from the breech, then, is take out the trigger group and bolt (which you need to do anyway when you're doing a thorough clean). I did this myself using a drill press and some careful measurement, but anyone with a mill can do it easily.

or just use a boresnake. Or just don't clean the bore. I just clean mine with a bore snake when the chamber gets a little sticky. As far as all the other mods, just do them at home. I have 5 10/22's and they all have homemade trigger jobs, bolt hold open mod, polished and smoothed internals. And they all run like clockwork with less than 3 lb triggers. Also I second the leupold one piece bases. Or look at the one piece dnz ring/base combo.

I have a 10 22 deluxe sporter I have a timiny drop in trigger . With a 3x9x40 scope. I don`t hunt but I can consistently hit golf balls at 40 yards off a front rest. So my question is why would you need to upgrade to be able to hit a groundhog.

Distance and head shots!! I have a semi T/C that can hit golf balls at 100 metres using a front bag and back bag.

That's about as often as I clean mine but I really don't like cleaning through the muzzle. It's possible to push a rod through the muzzle end and use some kind of a small guide to protect the crown, but I prefer cleaning from the breech. I own a bore snake and use it occasionally, but don't like the chance of dragging a bore snake with accumulated dust and/or other stuff across the crown and/or rifling at the muzzle. I use it mainly in the Mini14
Doesn't help if the bore snake breaks inside the bore after a couple of years of use. (Happened to a friend)... The cleaning rod is 20 years-old and still going strong.
