Getting the results of your exams 'stamped' or 'verified' is an Ontario requirement. Anywhere else they figure an instructor who is qualified to give a course can mark a 50 question multiple choice exam.
Ontario instructors are advised to tell students to wait until they receive the 'verified' exam results but the CFC does not have that requirement, just check the box that says no results enclosed.
You can apply for the PAL without waiting for the exam results, and get the 28 day waiting period clock started. Hard to say how much time that you will save, depends how slow they are to rubber stamp your results.

I could be wrong, but I believe the requirement in Ontario came about because there were some people 'teaching" the course who shouldn't have been.
