so if I have my pal and the gun is not restricted , I could just take it nice

You are correct. After the LGR is dead, anyone with a PAL make beg, borrow, buy, sell any non-restricted gun without any paperwork.
FYI ... Current provision in C-19 is that a prospective "seller" can call the CFC to verify the legitimacy of the "buyer's" PAL status. And even that will not generate a record of the search on that buyers name. It will be a simple and painless world again for non-restricted owners.
