A few hundred aluminum cans, $50k+ worth of equipment and time on your hands.

Take a piece of styrofoam and cut it to the shape of the AR lower. Place the styrofoam in a bucket of sand. Dump molten aluminum cans on the sand. The styrofoam will melt way but a raw forging to smooth out with a drill and router will fill in the area the styrofoam was. Poor mans sand casting. The film industry does the same thing to make a fake gun.
 
The man has some expensive machining toys but as we all know... a bit of time, a basic mill and some creativity and you can build anything.

Files and time is all you need. Look at the stuff coming from the Kyber pass, or the forests of the Philippines. Some of that is made with practically nothing.
 
This is why the UK system makes way more sense to me. Lowers are considered the "gun" part of the gun here, and are controlled, while you can just buy an upper. In the UK, it's the other way around. Reason being, you can make a lower with some tools and mechanical knowledge, but it's much harder to home-make any pressure bearing parts without a proper machine shop and materials.
