They are banned by name. But thats because they are apparently ak variants even though we all know they aren't. But if they made one based off the type 81 or sks action, we would be golden right?

but then it wouldn't be a dragunov would it? you might aswell take the type 81 lmg, remove the bipod add a scope and call it a type 81 dmr cause thats basically what you are asking for..
 
Instead of asking the factory for brand new projects that may never happen cause of start up costs...how about a current production gun. The upgraded modern version of the type 81...in 308, the "CS/LR14 7.62×51mm battle rifle" and "NAR-10 tactical". That may fill some empty holes from loosing our beloved AR's and the scar we never got. Or maybe we could get some optics for the type 81?

A belt fed RPK is literally the ultimate gun because it would bypass the 5 rounds mag limit law.

Lets face it, we are lucky belt feds by name weren't on the OIC list but if suddenly an "inexpensive" (say around 3k) belt fed was brought to the market that would change fast and they probably wouldn't even need a good reason to do so, think of the beowolf mags or even the ruger 10/22 mags that they just straight up banned. I personally don't want to push the rcmp to hard so we can keep some of the toys we still have left. Maybe if we get a majority conservative government next we can revisit the belt fed ideas.

Admittedly you do have a point.
 
Pretty sure belt fed exemption are only for firearms designed prior to 1945 . If not your limited to a 5 round belt
