check the bolts the stock is attache with for proper torque?

is it zero'd properly? You may be hitting low and the target is the result of the splash from whatever the bullet kicks off the ground.
 
Are you using a scope?if so Is it a scope that you know is reliable? Are the scope mounts/ring screws properly torqued? Are you using the same ammo for each shot? Are you flinching? Tikka’s are on the light side so recoil can be an issue. I have had a lot of tikka and the vast majority shoot very well.

IMHO....Before you go looking at a new barrel lots of other cheaper, easily fixed issues need to be eliminated.

If I'm reading this right, the target is being peppered with bullet fragments, not nice round holes from intact bullets.

First thing to do is try different ammo.
Check your bore and make sure it's really .30 cal. Never mind what's stamped on the barrel.
 
None of the information which might enable one to make a diagnosis is here. If it ever appears, I might take a stab at it.
