Some goods news on ITAR regs

After still not seeing the change on the Brownells website I emailed them. They responded with this:

The limit has been changed to $500. We would need an end user statement filled out for each order.

To which I responded:

Your website still shows $100. What is the purpose of the end user statement? The ITAR publication made no mention of it. Is this a new requirement? I've never had to do this.

And their response:

It is a new requirement from ITAR, since the limit raised to $500.

The form contains this:

Am I missing something here? Is this not the most stupid thing you've heard?

Sure, it may be useless, but who the F cares? Sign it and receive your items. Simple enough for me.
