why yes he is,
I have 3 built by him, 20-222 on a Rem 700, 6 Dasher on a Barnard P and a 6 PPC on a Bat, all are benchrest accurate

I find him very honest,upfront and full of advise, if there is a down side to HI PRO, it is their in Manitoba and not in Alberta, but we get to visit at shoots and of coarse the Calgary Gun Show
