Some Newb questions regarding RPAL, handgun purchase & ATC

Hi All, a couple questions from a handgun newb.

I currently have my PAL and understand I need an RPAL. I am going to purchase a handgun and acquire an ATC.

Question #1 - can I challenge the RPAL test like I did with the PAL?
Question #2 - when do you perform the field exercise with the handgun, is that part of the RPAL process?
Question #3 - Do I need an ATT to carry my handgun to my bear management area or will the ATC be sufficient?
Question #4 - When can I order my handgun, upon completion, processing, authorization of the RPAL?

SHeeesh, sorry for the rapid fire question deal, will appreciate any help you can provide! Oh, I am in Northwestern Ontario if that makes a difference.

1. No challenges
2. Practical exam generally occurs at the very end of the course after the written portion.
3. Unless you know something i dont you will not be taking your handgun to your bear management area.
4. You cant transfer a gun to your name without a rpal. You will have to wait until a registration number is assigned to you.
 
#3. An ATT is needed to get the thing to and from wherever the ATC is valid.
#4. Once you have the new PAL with restricted endorsement, you can start the purchase process.

You seem to be confident that you will be issued an ATC. Sort of odd, considering the questions that you are asking about getting a restricted endorsement, and acquiring a handgun.

3 - some clarification on this one. I am a guide for a bear outfitting business and will qualify for an ATC, was just not sure about getting the handgun to the BMA, whether the ATC was enough or do I need an ATT as well. The BMA is about a 1 hour drive from my house.
 
Chap I knew had an ATC as a polar bear biologist. He needed an ATT to get to and from wherever he was working.
 
Re: question 3 - Under C-42, an ATT is automatically added to your RPAL upon the purchase of a new restricted firearm. You do not have to apply separately, unless you are an existing restricted owner and do not have a valid LTATT. It's kind of confusing, but all spelled out by the Ontario CFO in this letter:

There are 6 conditions to the ATT:
1. Transportation of restricted firearms and/or prohibited handguns (12(6.1) of the Firearms Act) possessed for the purpose of target practice to and from all shooting clubs and ranges approved under section 29 of theFirearms Act.
2. Transportation of restricted firearms and/or prohibited firearms to and from any place a peace officer, firearms officer of Chief Firearms Officer (CFO) is located for verification, registration or disposal in accordance with the Firearms Act or Part III of the Criminal Code.
3. Transportation of restricted firearms and/or prohibited firearms to and from a business that holds a licence authorizing it to repair or appraise prohibited or restricted firearms.
4. Transportation of restricted firearms and/or prohibited firearms to and from a gun show.
5. Transportation of restricted firearms and/or prohibited firearms to a port of exit, in order to take them outside Canada and from a port of entry.
6. Transportation of newly acquired restricted firearms and/or prohibited firearms from the place of acquisition to the licence holder’s dwelling house or other place authorized by the CFO.

Condition 1 is only given to you if you have identified as a target shooter. If you are a collector, you only get 2-6. In some provinces, you need to provide proof of club membership to be able to 'declare' as a target shooter - in Ontario you don't have to provide this.

All that said, not sure how it works in situations like yours, as 'place of work' is not listed as one of the conditions, unless it falls under "other places authorized by the CFO" as part of condition #6, which I don't know.

Whether or not you believe yourself to be qualified may not have any bearing on what the CFO decides, no pun intended.

#6 no doubt applies, and will require specific CFO approval.
There is every probability that the ATC will be for only one specific firearm. Make sure that the CFO will approve the firearm before buying it.
The ATC will also have very specific conditions applied to it.

Until you talk to your CFO, everything is speculation.

yes, I understand the ATC will apply to one handgun, the minimum carry is 357 mag or 10mm. I will be purchasing a Glock 20 gen 4. I will definitely clear all of this with the CFO prior to purchase.
