-First, is it safe for the barrel to shot surplus 7.62 in a rifle like 700P?

-Second, does it's valuable to custom build a rifle, I mean: buying rem. 700action, good barrel, good stock, fine tune and optics.....or I'm better to buy something like the 700 P, VLS (put a McMillan stock afterward) or the VSF desert?

Yes. There is a great and profound argument that washes back and forth from time to time whether commercial ammunition is safe in a military rifle, and if military ammunition is safe in a commercial rifle.

I have absolutely no problem shooting either ammo in either rifle. For justification, I go no further than the long-lived and cautious DCRA (and NRA of UK and NRA of USA). Until about 10 yrs ago, the only ammunition legal to use at the matches was military issue FMJ. Were the target shooters using military rifles? No, they had converted military guns, converted hunting rifles (like the Model 700) and custom target rifles. If military ammuntion in commercial rifles and barrels was ever a problem, it would have appeared there.

I'm not sure I understand your question. Are you asking if it is better to buy a factory precision rifle and pay more up front, versus buying a simpler model and adding the extras? The Remington 700 Police model is good, as is the VSSF and the VLS, they can still be modified, but you have to change out fewer parts.
 
This questions comes around every 9 days...I pumped out 200 rounds of surplus 556 out of my 700 P with 0 problems....Surplus and 'hunting' will operate the same in your rifle as 87 octane from esso and 87 octane from chevron in your car;)

For the second part, I wonder what is beter: built a rifle part by part or buy something like a 700P and put some money to improve it.
 
I would buy a rifle that had a good action(700) and very nice stable stock , hs or mc, then swap the barrel out , have it all squared up, and piller bedded, at the time of putting in the new barrel. And barrels are easy to come by, RSI , or go to Ted Gaillard's site, and lots more.

CCCP I would avoid the headache and just buy the rifle complete....I was shooting rem/umc, south african, and winchester 556/223 and was under a inch all day....Why spend hundreds more to eak out that elusive 1/4-1/5 of an inch ??? Its all what your into but im happy with my accuracy/rifle for being BONE stock
 
Thanks averyone, I can do a pretty nice idea now, I will probably buy a 700P, tune it and shoot shoot shoot and shoot again.

After, like you said, I can always swap the barrel, (change the lengh, even if I can cut the original barrel) but I think I will keep the HS stock, I hear a lot of good comments about it.
 
Buying the 700P will get you shooting right now, but everytime you buy an upgrade the rifle will have to go out to the gunsmith - for a month, and you will essentially be replacing parts you have already bought once. This was the route I went, and my finished cost was much higher than if I had just started with a good action and had the rifle built from scratch.
