Source for 7.62x54R brass?

Shooter's Choice in Waterloo and Epps likely have some as well.
7.62 x 53R is the Finnish version. Supposedly uses a .308" bullet instead of a .311" bullet. It's not quite the same.

No, finnish rifles use a .311 bullet. The designed the bores to be compatible with captured Russian ammo.

You can get loaded Igman at about 60 cents a pop, so why bother starting with brass. Give the guys at Wolverine a shout; they had stacks of it last time I was there. Not all rifles will deliver MOA with it, but it's reloadable, takes any North American primer and generally shoots well enough.
