This file gives SA a special Order to by pass bidding for equipment on anything that SA needs to speed up Production on the M1 Garand. I think you might find it of interest.

I guess they wanted to speed up war production which by fall 1938 was probably considered important since war in Europe already started. :)

You are a year early on the start of the war, and many Americans were vocally isolationist about any European wars. It is my understanding that the US Army had been convinced of the need to reequip, and the Garand was to be a central element. Just look at the development of other military technologies that would prove so important soon enough (and that is not deterministic theory either).
 
I'm not really a year early, depends how you see it, Yes most countries didn't declare war till 1939 when Poland was invaded but the German expansion started in September 1938, with the signing of the Munich Agreement and the invasion of Czechoslovakia, war was inevitable and just because the British and the French made the mistake trying to applease the Germans doesn't mean countries were not trying to build up what would be required in a war effort. Other countries (inculding Britian) also used spending on military contracts for a possible war in Europe as a way to bost the economy. Everyone knew the war was going to happen, it really wasn't a question of "if" but a question of "when". :)

When you cancell the bidding process to purchase things for the goverment it generally in most countries means that they want it NOW at any cost, if they were not planning on having the need to arm a entire army then why even bother trying to rush the production of the rifles and instead trying to go with the cheapest possible bids in the middle of the 1937-38 recession ?? :confused:

Dimitri is correct. Ordnance really got going on the M1 Garand in the mid 1930's. They had they eye on two places. Germany and Japan. The only reason that it took later was that funding was missing.
