How is the rear takedown detent spring contained? Seeing as it looks like the end plate would be attached to the upper.
Would a Hera CQR buttstock fit on it? (the cqr has the buttstock connected to the pistol grip).
Nope.
Can the bolt assembly be configured for left-hand use?
Any interest in sending a sample to New Zealand? This would likely be legal to import as it can't be converted to semi auto or used on an AR lower/with an AR upper. The "parts" are fine as they are "part" of a bolt action rifle. The only caveat I could imagine is it would need a barrel that never had a gas port drilled in it.

Gas blocks are prohibited in NZ as far as I knowInstall an AR barrel and put the gas block upside down.

Troy PAR's are about to be banned in NZ if the govt gets there way with the second round of gun laws.
Spectre has said they’re planning on making a low profile gas port block sometime down the road.
This is low priority. You can just put your normal low profile gas block on backwards to block the gas port, or just run without even.
