what is minimum barrel length required for this with a collapsible AR carbine stock to keep in the 26in?

The minimum length of a firearm (which this qualifies for as it is not semi-automatic) is 660 mm in Canada, or just under 26". The receiver is 207 mm in length. Add the length stock in its collapsed state (including, it its a buffer tube stock, the length of the tube still visible in a collapsed state), and the length of the muzzle device that extends beyond the barrel threads, and subtract that total from 660 mm, and you'll get your minimum barrel length.

A competing modular manual action firearm is currently being sold with a pinned, fixed length skeleton stock and a 9" barrel in .300 Blackout that exceeds the OAL requirement. You should be able to build a Spectre LPC to a similar specification and meet or exceed the minimum OAL.

Rather than pinning a collapsible stock I'd go for a fixed stock. They generally feel much nicer.
 
A fixed stock would make more sense with the LPC. You could even go with a wooden stock, if you want to confuse people :)

Those wood stocks look wonderful! They say that they ship only in the US, but maybe there is a way to do it?

Since it looks like the CBSA is stopping parts for a recently prohibited firearm at the border, even stocks. If you managed to get them to send it across the border, I would make sure the list the item as a "wood firearm stock", rather then attaching common firearm name to it.

Alternatively, you may be able to get a local carpenter to make a stock for you. Several CGNers have made their own firearm furniture. For example, member Murray 3-D crafted an AKM style handguard for his Type 81.

One nice thing with the LPC, you wouldn't need to a provision for a whole buffer tube inside the stock; you just need a secure means of connecting into the buffer tube socket, while allowing the stock to index to the receiver properly.
