spotting scope advise

What power is needed to clearly see .30 cal. holes
on paper at 100-150 yards.With a $200 budget, any
recommendations would be appreciated. Thanks.....

Most any scope will allow you to see bullet holes a 150 yards if you spend your whole budget. You might find a Celestron 65mm Ultima for slightly less. FS
