Spotting Scope Value?

Hi, have been looking at getting a spotting scope. I've never owned one, but did some searching on the internet for higher end scopes and Kowa seemed to come up often.
Found a Kowa TSN 824M with a TSE-27C 20-60x zoom. Included is a Manfrotto tripod and a 322RC2 Manfrotto head, a camera adaptor and carry case.
The scope is advertised to be in excellent condition. I'm not sure the age of the unit as it does not come up on the Kowa website.
It is for sale for $1300.00
Would this be a fair price?

A new TSN-82SV with a new Kowa 20-60x Zoom Eyepiece will set you back about $1,100 from Doug at CameraLand

Maybe a bit less if he has access to some show "demo"...

I was under the impression the TSN 824M was valued closer to $2000.00?
Will have to check out the diffences between the two models.
Any more feedback on these models would be great
