I have been following this thread and I am the chair of the Service Rifle League at the Spruce Grove Gun Club. Never heard a rule such as the no rapid fire rule and one round in the gun at a time is only for the one shot gun range as it is set up by international rules for the sport.
Here is our service rifle schedule for the rest of the year, we have done two matches so far with 24 shooters in march and 22 shooters in April. Match fee's are $5.00 and if you are not a member we hit you for another $ 10.00 for a day pass.

13 May, Service Rifle/Service Pistol (40 rnds rifle, 50 rnds pistol)
10 June, Service Rifle/Service Pistol (40 rnds rifle, 50 rnds pistol)
08 July, Service Rifle/Service Pistol (40 rnds rifle, 50 rnds pistol)
05 August, NRA Large Bore 200m Match/Service Pistol (40 rnds rifle, 50 rnds pistol)
09 September, NRA Large Bore 200m Match/Service Pistol (40 rnds rifle, 50 rnds pistol)
14 October, Sniper Team Match (10 rnds per competitor in each position, Sniper/Spotter)
4 November, Sniper Team Match (10 rnds per competitor in each position, Sniper/Spotter)
Service Rifle = Any military rifle (Or civilian version) from any country from any time period (Optics up to a max of 4 power)
Service Pistol = Any military pistol/revolver (Or civilian version) from any country from any time period
Sniper Rifle = Any rifle, any sight, bi-pods or sand bags under the forearm only, no rear support
