I'm not sure what you mean ground up?
You want them to machine parts from you from blocks or steel and aluminum or you want all your custom parts assembled?
If its the latter, and you're even remotely handy - do It yourself. The necessary tools are all of $100 bucks on Brownells, but I do believe Calgary Shooting Center offers that service.

Red Deer Shooting Centre has one of the best Selections of .308 AR parts in Canada, they can custom assemble what you want. They are also a certified Ceracoat shop for custom paint work. Talk to Kurt their sales manager.
Generally people who want custom Stag 10s build them themselves.

What does he want it for? Precision shooting? Cool caliber? Does he reload?

Lol, there are a lot of different specced Stag 10s being offered by various dealers- unless your father actually knows what he likes in an AR, and knows how to put one together hes better off to get one of the higher end built models and going from there. Doesn't answer ur question, but it's sound advice.
