So why do people say 18.6"
I thought 18.5 was non-restricted.
I ordered a fulton armory 18.5 from the states, this will be non restricted right?

470mm is law
18.5 equals 469.9mm

18.6 puts it to 472mm

I'd really like to know what they use to officially measure something. Instrument measurement error is usually half of the smallest increment... On a typical ruler with cm/mm, that's .5mm. That "469.9mm" would need a somewhat precise instrument to accurately measure it for certain at that length.

If they use a .5mm error instrument, then anything from 469.5mm to 470.5mm could be "470mm".

I doubt that someone will go to jail for a "469.9mm" barrel.

I wouldnt push my luck with something shorter than "469.5mm" for NR though.

"For firearms other than revolvers, the barrel length is the distance
from the muzzle of the barrel to and including the chamber, but it does
not include the length of any attachments."

This is from The rcmp firearm registration form on how to measure a barrel.

"Measure from the muzzle up to and including the chamber (for example, by measuring how much of the cleaning rod fits in the barrel when the action is closed)."

How they suggest you measure the barrel. This is how the rcmp would likely measure a barrel in question.

I think the 18.6" is to err on the side of caution. To know you will be 100% legal

It would all depend on how the manufacter measures the barrel as well if Fulton measures the whole barrel including the barrel extension or to the breech face like the rcmp does.

But if dilligaf give measuments like that you are safe. Barely but still legal
