The USA has a sort of gun registry. They know what has been made, they know who bought it when it was new and then it sort of disappears in private party transfers. That is why they are pushing so hard for "universal background checks" because it will be a full registry. Thank goodness for 80% lowers which don't even need to have a serial number when completed as long as they are for personal use.
