Starter semi auto precision rifle

Get a bolt gun if you want precision. There isn't anything on the market that will meet the requirements you have specified. Also, keep in mind that semis are far more expensive to accurize and have inherently less accuracy potential.

If you want a semiauto rifle, Norinco M14s can be made to consistently shoot under 2 MOA with good ammo and minor tuning. Improving on that is going to cost a LOT more.
 
M305, tune it up, put on a scope base and feed it handloads. MOAish accuracy is definitely possible and you will be under budget.

For 30-06, ZIP unless you really want to build up a GARAND. That will be WAAAAAYYYY past your budget.

If you go bolt action, you can build a tack driver for your budget.

Assuming your question is serious (as has been stated... there are few choices in 30-06 and even fewer that can shoot with a real deagree of precision)Find a Garand. There are some in the EE for $600. Put a Match barrel on it and you'll be in your price range.

Honestly though, an AR15 with a Match barrel is as close as you'll get to true semi precision.
 
I think you need to revist your parameters. As Mystic suggested a M14 type with lots of mods inc a new barrel is an option but, of course, you are at a .308 if you go that route. If you insist on sticking with 30-06 then I agree with Ian that a Garand is the only way to go. It really seems that you need to reconsider either action type or calibre. If you go the bolt gun route then you can get a precision rig in 30-06 with a bit of effort or, if you go bolt and .308 then you make life even easier for yourself new or used. If you want to stick with a semi then I suggest considering a .223 or, possibly, 6.8SPC which will allow the purchase of more precise equipment on either a Mini 14 ( doable new on the budget you give ) or AR ( will have to buy used ) platforms.
