How can most shoot a few matches per year in these times of COVID and firearms banning? Shooters need to remain active without these restrictions until a friendly government returns.

Easy if your fortunate enough with work schedules, family etc...
I shot over 20 matches in 2024... Lots of people shoot more.

I got my BB in Ontario in 2004 and shot level 2 and 3 matches in Ont, NY, & PA regularly until 2012 when I moved to a free country. I shot a few USPSA matches until 2016, now mostly just 3Gun & PCC.

Many people who are into PCC could not find places or have a carbine which hasn’t been banned. What are they to do now?

Pivot.
For years, at least in my experience IPSC was a handgun-centric thing...
Then I started seeing IPSC shotgun matches pop up and become very regular... Then PCC reared it's head... and now, IPSC mini rifle is starting to get popular. Hell, there's even IPSC AirSoft in some countries isn't there?
It's unfortunate, but as restrictions come along we have to adapt. It's a pain and it costs money to replace equipment, but...

I bet there are enthusiasts who will shoot ipsc with bolt action 22s if ever that's all we're allowed to own...
