I have a bunch of federal BR small rifle primer that don't work very well in the .223, they seem to be thin and burn through with moderate loads. Wondering if they would work in 9mm pistol loads (4-5 grs 231 with 115gr) What's the down side?

I've done it w/Fioochi SR primers.
Don't do it with max loads without redeveloping (start low, work up).
Light hammer/striker springs could have a problem setting off the rifle primers.
(Unlikely w/Federal primers - they are very sensitive).

Not sure about the Federal but CanAm had said that Dominion small rifle primers were the same as the small pistol primers. They had a deal for 5000 small rifle for $150. I bought a case of these and have been using them for IPSC reloads. I've been through about 500 of these primers and have experienced no issues.
The Dominion SR primers have worked fine for me in 9mm through both an M&P and a CZ 75. Oddly enough, they don't ignite reliably in my S&W Model 66 with a Wolff reduced mainspring, yet the same brand of SP primers work just fine, though they are supposed to be basically the same thing. I haven't tried it, but I think they would probably work if I were to use a standard mainspring.
I have tried Sellier & Bellot rifle primers in the past, and they did not ignite reliably in 9mm with the CZ.
I would absolutely not hesitate to try the Federal SR primers if you have them lying around. They have thin cups and are more likely than not to ignite as easily as pistol primers.
