Steel cased .223?

Some is, some is not.
The military classic and/or the cheap stuff is steel cased. They have a green or grey laquer finish over top of the steel to prevent corrosion.
I am not sure if you can get the "Gold" classed Wolf ammo in 223, but if you can it is brass cased and reloadable.

"...Is all Wolf rifle ammo steel cased?..." No. Wolf .223 75 grain 'Polyformance' ammo is berdan primed too. All their 'Military Classic' ammo is berdan primed. None of their 'Gold' ammo is though.
