I'm trying to get confirmation as to what precisely the CFO Ontario allows and does not allow regarding Steel Targets such as Pepper Poppers, Plates, etc.
Our club has just got hold of the November 2015 CFO Update were they state that all metal targets must be AR500 plate (read, expensive).
Like most clubs, we have a number of plates and Cowboy style targets but they are all regular mild steel. We use them only for handgun purpose.
Can anyone confirm if this CFO updates makes our current targets obsolete or is this simply their recommendation?

I can't speak for what the CFO in Ontario does or does not permit, but from the RCMP Range Design and Construction Guidelines.

Standard Outdoor Rifle Ranges
Section 2.7 Targets and Target Holders states " it is recommended that the targets be of flat steel design, constructed of materials of sufficient hardness, so that they do not significantly crater from bullet impacts. Refer to section 9.6 Bullet Traps for information about steel specifications for indoor range backstops. This information can be applied to steel target specifications.

Section 9.6 Table 16 lists the different steels and minimum thickness for angled backstops for different calibers. All ammo types list are JSP or FMJ. 9m, .357, .44. .45 ACP, and .50 AE are listed. Specifications for everything over 9mm is the same and the table has 10mm AR-500 or 12mm mild steel or 8mm 1T100 Armour.

For Outdoor Handgun Ranges it refers back to Section 2.7

My interpretation of this would be that mild steel is acceptable.
