It is a one off, made using parts salvaged from scrapped Stens. 9mm, not 7.62x25.

It order to register something like that (restricted because of barrel length), it will most likely have to be sent to the SFSS for inspection.

Those mags look identical to PPSH 7.62 X 25 mags.

I wonder how the Chinese conversion to 7.62x25 & a longer barrel using the same bolt and return spring affected the rate of fire?

Never. Even a single-shot version would still be a Variant. And if it's completely non-functional, its a Replica.

The "variant" business kicks in because something is considered to be a variant of a named prohibited firearm.
The AR and AK are named prohibs. "Variants" of them are deemed to be prohibited also.
A Sten is not a named prohib. Originals are classified as 12-2 or 12-3, and are prohibited accordingly. With a newly made receiver and semi auto action, classification will depend on barrel length - restricted or prohibited. There is a catch, though. If the mechanism is considered to be easily converted to full auto, then it would be prohibited, with no 12-X classification. This is where inspection by the SFSS kicks in.
A replica of a modern firearm is a prohibited device.
