i think the rules become allot more complex once you start wanting to have members as oppose to simply for personal use

Actually just last year the CFO's got together and made the rules for private ranges the same as for clubs for use of RESTRICTED firearms. (At least in Ontario)
Of course this would not apply to member type rules, but range construction/approval rules are now the same. That will often include overhead baffles for rifle ranges, etc.
One thing for an approved range, is that you will need Township approval. This will now usually involve the Township sending letters to all neighbours, advertising a public meeting, and a public planning committee meeting. If their bylaws don't permit a range, then you will need to file a Zoning Bylaw amendment and have it approved by Council.
You will also need to meet noise restriction criteria from MOE for peak sound volume ([pressure) at your property line. The sound requirements are much more stringent for new ranges than for existing ranges.

If you are only using non-restricted then they don't have jurisdiction.
I started the process a couple years ago, but didn't have enough time/resources to complete it.
As for the "stupid rules" they will still apply as most of them are dictated by the CFO.
BTW, if you are even considering an indoor range, think of AT LEAST $500k to START. It will require a backstop, overhead baffles, concrete sidewalls (apparently one range had poured concrete side walls and they STILL required armour steel on the walls) , and a true HEPA air filtration system.
