It is according to the Austrians I've spoken to in the past. It definitely was designed for Austrian military use, the P80, and the Austrians I've spoken to said they carried in Condition 3.

if cops reholster with their finger on the trigger, then it really doesn't matter if there is a manual safety, eventually they will have a ND.

I wasn't talking about safeties in that scenario, I was talking about trigger pull weight.
