Mmmm, could have dickered on the price me thinks. The regular Scout is a good rifle, but its something you either want or don't. I have shot a number of them, and had the Tactical Elite, and performance from all was excellent.
The stock can be modded with an adjustable butt and an adjustable cheekpiece, easily done, for less than 100$s last I saw.
The stock is far from flimsy, very ergonomic I found.
The bolt is something that shows the shooters skill or lack of it. Maybe 30 people tried my Elite, one found the bolt hard, the others found it easy to use. It has to do with the design, if you are used to sloppy crap guns and banging the bolt around the Scouts are gonna bind up on you, you need to be a Rifleman as Cooper would have told you. Deliberate smooth actions.
I personally never really cared for the scout, but in they were all accurate, half MOA class rifles out to about 300yds. They were also tough as nails.
As for the bipod, it was not something I wanted on the Elite, and used a PH instead, but did fire the odd shot off of the factory one. It was ok, but it was never meant to compete with a PH style one.
Mags are great, bolt disassembly a breeze, rotary safety is OK.
Used, for a good price, I would say maybe. I never liked the thin fluted scout barrels, but then again its not my scene, thats why I went with the Elite.
