I see that STI uses a rivet to attach an aluminum (or maybe steel) square stock metal bar into its mag to block.

Is that all that is done? Just a rivet? Or is it glued in as well?
 
Must make it a bit of a bastard to clean... but on the plus side, done carefully, you can just drill the rivet and re-rivet it immediately after cleaning.

It's almost surreal that in the 5 minutes you have it apart to clean out dust/blast residue, you could be arrested for possession of a prohibited device.

At the moment the rivet comes out, you'll have the baseplate off and the spring out. You won't have a prohibited device, just a collection of parts.

What judge is going to ascribe mens reas to a reasonable and ordinary act of cleaning or servicing a part meant to be cleaned and serviced?
