Sticky chambers

Two options slide cleaning rod down from the muzzle and then attach the brush to the rod and scrub thee chamber. (be sure to use a bore guide) or remove the bolt and clean from the rear of the action. Google is your friend for bolt removal.
 
It is a Winchester model 94 AE Trails End model, the extractor gets them about half way out and then lets go.

That sounds more like an extractor issue rather than a rough chamber. Really clean it well and make sure everything is moving like it should.
 
I also think it is the extractor. Take a close look at it to make sure a piece hasn't broken off or if there is some crud in the top of the hook that is not letting it grab the rim properly. Also check that there is some spring pressure pushing it down properly and it is not just floating there.

OK I have had it apart twice, and checked the extractor and cleaned it. It is held in place by two little screws, and they are in place properly.
The spring tension does not seem TOO strong, but I don't know how strong it should be. I did clean the chamber a bit, and it seemed to help.
I actually phoned the guy at WGP to order a new extractor, but he said it would cost 60.00, and I may find that the chamber was just sticky.
I thought it would come clean in the normal course of cleaning the bore, but I guess not. I was shooting 38 special with lead bullets, Bullseye powder
