You need to get your head around the fact that at one time those rifles were cheap, especially as more modern models became available.
Jtaylor is correct, I don't believe Lee Speed rifles were sold to the military, other than to officers through the Army Navy Collective Society?
Lee Speed rifles were purchased from I believe BSA as military style Lee Metfords and configured to sporting dimensions, either by special request or in a line up of offerings.
I had one several years ago, chambered for the 8x57J with .318 bore. Finding bullets or ammo was always difficult or extremely expensive at the time, so I sold it to a collector.
The folks that got those rifles weren't enamored by its military appearance and did what they could, at low cost to "dress up" the rifle.
Whoever did that one, appears to have turned down a "bone" button, and epoxied another small button into the center.
I've seen much worse and if it really bothers you, it's a very easy fix.
