what action are you inletting? the process is effectively the same for most guns, but some actions have their "quirks"

also "recreating the american longrifle" is fairly cheap, gives you a good idea of how to inlet the action barrel channel and plan the overall shape. Just apply the techniques to whatever you are working on rather than 'lock & barrel'
If I am making a stock for something like a winchester I will use a router and jig for the top and bottom tangs to assure horizontal alignment. Same thing with a barrel channel, set up a jig and rout out as much waste material as possible then go at it with chisels and scrapers.

Learn to make, sharpen and use scrapers.
