I don't want to start anything but I think its stupid how its worded.

When I read that I think if the bolt isn't in the action then its safe.
Thats what it makes me think.
I agree the wording of many laws we have are stupid... you would think all the lawyer/politicians could do better...
But in reality a bolt out of an unlocked non restricted firearm does not render that firearm disabled if the bolt is laying there ready to be installed.
