How do you legally store a s x s percussion cap shotgun with double set triggers. with a trigger lock ??
 
You don't need to store it locked. Why are you asking this?

It needs to be stored unloaded and any ammo should be kept in a separate location.

I would like to see a picture of this shotgun with set triggers. Never heard of such a thing.

Several ways to make safe. Remove the nipples. Zap strap the hammers in down position. Make two boards that cover the whole trigger area; padlock through them.

Unless was made 1898 or later - then its a firearm again (but still does not require storage with trigger lock, just locked cabinet)
 
When all else fails, read the regulations.
Assuming that it is not a prescribed Antique - Trigger lock, locked cabinet, or specially secure room are listed options.
While removing nipples makes sense, it is not one of the listed options.
Remember, you will only know when standing in front of a judge. Random advice from the Internet doesn't count for much.

Its in my locked cabinet , Was just thinking as its percussion cap with external hammers A trigger lock wouldn't keep the hammers from being drawn back
Bross . I like that idea of strapping the hammers down . Maybe a modified cable lock to make it reuseable with a key or combo .
I keep all my stuff in a locked cabinet and each piece is either cable or trigger locked
