Well, not really. The Ontario MNR's area of responsibility is the Fish and Wildlife Conservation Act, not Firearms or Explosives Act issues. The best source of clarification on Firearms Act matters is the CFC, and NR Can for the Explosives Act. Although the answer they gave you here is certainly legal, it is not in any way actually a requirement. There is no requirement for ammunition or powder to be locked up while in transport. The sole requirement for firearms and ammunition in transit is that the firearm be unloaded. There is also no legal requirement for ammo or powder to be locked up while being stored if stored separately from the firearm.
