Strange 308 issue.

Me being a stranger to semi-auto rifles, gas blocks and such, I guess you increase the amount of gas til the action cycles reliably?
I do have a semi-auto pistol or two, but those simply rely on spring pressure for proper operation. With the increased energy in a rifle cartridge that's not an option obviously.
I suppose the adjustable gas block allows the shooter to tune the action to a variety of loads? More gas flow for lower intensity loads and less for the stout ones?
How much is recoil affected by the gas block settings?

Yup that’s the just of it. As for the perceived recoil, once properly tuned it will feel softer than a bolt action of similar weight. Kinda like comparing recoil of semi-auto pistols to revolvers where the reciprocating mass is absorbing some of that felt recoil. But when a rifle is over gassed, that bolt slamming back harder than it needs to causes felt recoil to increase. As well as other issues as mentioned above.
