Well, there has to be ONE part that is controlled. Otherwise, someone without a RPal could buy ALL the parts. And I supposed if it weren't safely secured it could go missing more easily?, and then if found a person could buy the rest without licensing?... That's the only sense I could make of it. (Not an argument whether or not it should be restricted though)

A stripped lower IS controlled AND it is registered to you. The requirement to have a stripped lower trigger/cable locked is just stupid.
